This question is not complete in itself. The fees structure of almost every college is different. The total fees depends on various factors like ranking of college, facilities they are providing to the student, infrastructure of college, government or private. In government college of IIT the tution fees of one semester is Rs. 1 Lakh. There are many other expenditure added to it.

Fees of the engineering college, in 90% of the cases, is independent of the branch you choose. The fee is distributed course wise and Civil Engineering will be considered under Btech and the fees for all the Btech students of a particular college is the same.
Moreover, if you want a general idea of the fees then the fees may vary with various factors like the type of the college, facilities in the college, state-owned or center-owned, etc.
To give you a general idea the fees in the government colleges is between 50k to 2 lakh per year.
Fees in private colleges is around 2-5 lakhs per year.
