Sir I can fail in class 12 exam but I can apply in on demand nios exam can I apply in bcece exam. My jee mains rank is 55percentile.

As you feel that you can fail in class 12 exam so, you need to give compartment or NIOS board to seure the eligibility criteria required for admission in any of the Colleges under BCECE.
But let me tell you that before getting admission in any of the college you need to pass class 12 as during document verification you will be required to submit your class 12 marksheet, so you need it.
As your jEE mains percentile is 55 it's ok..to get any college under BCECE but definitely you have to satisfy eligibility criteria.
