Sir i got 47.32 percentile in jee main which civil engineering colleges i can get in delhi, UP, Uttarakhand. and i am a general categories.

Hiiii Nikki!!!! I am sorry to say that with this percentile you won't be able to get good government college that too when you are a student of general category. Still you can look for good private colleges if they accept the JEE marks. Good luck for that!!
