As per your said marks and as per the last year cutoff trend you have very much leas chance for the government medical college in andhra Pradesh state even under the state quota benefit.
The last year cutoff for government medical colleges for general category was around to more than the 520+ marks closing for colleges, so you have much less chance.

And for the all india quota you can apply for north-western states at this marks for the private colleges.

For private medical colleges you have very much chances to go for.
Sir is it better to join in private college this year or shall i write neet in 2020 so that i can get a government seat
This decision is upto you only.
If you have much confidence that you can crack the next year cutoff for government and have potential to remain on target for whole year then only go for it. Otherwise go for private.

As per your situation for now, if you ho for private college then you can save a year by not just droping for 2020neet.
And the major disadvantage for private is the fees of college which is very high for medical field.
