For bihar board I think 70% will come under top 20 percentile so, you can be part of Josaa counselling.
In few days they will announce top 20 % you can check from there. For now you can fill choices and wait for announcement.

Kat itna marks par NIT mil sakta hai
Sir kya jee main ka counciling fee nahi lagta hai aur kya available colleges ke option me all NIT college detahai ya rank ke aadhar par

Nit admission closes at around 30k rank so, you should try for state government colleges and private colleges .

No, if it's less than top 20 percentile. Last year 20 % was 313 .
