The admission authority will release the cutoff for top B.Tech branches of NITs for the admission of candidates in the 31 different NITs through JEE Main. The cutoff of NITs for top B.Tech branches is the minimum marks required by the candidates to get admission in any one of the NITs across the country. The National Institute of Technology (NIT) will be offering the admission to various B.Tech programmes in their respective institute across the country. Only the eligible candidates who have secured the minimum cutoff of NITs for top B.Tech branches would be able to apply for the admission. The JEE Main cutoff rank will vary for different courses and different category. The NITs Cutoff for Top B.Tech Branches will be determined on the basis of various factors such as the number of seats available for the particular branch and previous years’ cutoff trends. Candidates are advised to go through this article in order to get complete information regarding the NIT cutoff for top B.Tech branches.
As of 2019, the governing body of NIT hasn't yet announced the cut-offs.

Yes there is chance of getting chemical in some nits like NIT SIKKIM,NIT durgapur,NIT surat. But for electrical ,mechanical ,and civil you have to got for further rounds of counselling .

Your score in JEE mains examination is not up to the mark to get EEE branch. You may get chemical or Civil engineering at state level government institutions. I will suggest you to go for northeastern NIT so that you can get a good college there.
