As per your rank in JEE Mains 2019 so you will not get top NIT on rank 30000. Also it will be difficult to get good branches in average NIT but you may have chance to get any branch in NIT sikkim , Nagaland , etc . You can check previous year closing rank for each NIT branchwise from below link ;
