sir i have a question can i write the headings of answers in board exam with black pen

Yes in board exams you can use black / blue pens. Also by answering your questions you can underline or write headings in any one of the two colour pen.
But it should be noted that students should avoid any other colour pens such as red green. May lead to severe penalties
