I am sorry to tell you dear but you are not eligible for graduation as you failed in one of your subjects and it's compulsory for a student to pass his or her 12th board examination in order to take admission.
So , you will have to appear in 12th board examination again and then pass it and only then you will be eligible for admission in graduation.
