According to this year's brochure available in NTA's website for JEE, those who qualified in 2017, 2018 and appearing/will qualify in 2019 are eligible to apply for JEE Mains. So if this is so in next year also, those who qualified Class 12 in 2018, 2019 and 2020 will be eligible to apply for JEE Mains of 2020.
So yes you are eligible to apply for next year's.

If you passed your inter in 2019 if you wish to write the jee mains again 2020 if your interested you can write the jee mains and also another thing in one year you can write twice per year
