Sir I have also the same problem that u have ,I don't know that with out Assam cee exam which college I can have with just jee mains positive scores.

You have qualified Jee Main and want admission in Jorhat engineering college, Assam. But JEC gives admission on the basis of mark secured in ASAM Common entrance exam only. So with Jee main score you cannot participate in JEC counselling process.
