I understand that you are there is rent of New Delhi India but have domicile certificate issued from West Bengal and that you belong to the OBC category and have a certificate for the same which has been issued to you by the Delhi authorities and so to answer your question you can most definitely apply with your OBC certificate that has been issued to you from Delhi e in West Bengal provided that you have your name in listed in the central list for OBC candidates. if you do not have your name in the central list of OBC candidates then you cannot apply for the same in West Bengal however you can get yourself we should OBC certificate from a competent authority in West Bengal provided that you appear in front of the competent authority and get yourself we should OBC certificate from that particular state that being West Bengal in your case.
