Hello Bhumika, you have not stated which exam you are talking about. But the all India cutoff marks are the same for every state. It doesn't matter which state you belong to, the all India cutoff would be the same for every state across the country. But if you are talking about the all India quota cutoff for admissions in colleges, then it is different for each state and college.
