Yes you can fill the application form of SBI because the age limit to apply for SBI Clerk is 20- 28 years. Only those candidates who successfully fill the application form will receive SBI Clerk admit card tentatively by Feb 10.

It is to be noted that SBI Clerk recruitment process involves two stages- prelims and mains.

You can still apply for the exam. Since the eligibility criteria states between 20-28 years and you are 28 years old right now so you can take the examination.
