As per the eligibility norms of KVPY, in order to appear for KVPY- SA. SX or SB stream, you have to be enrolled in either class 11, 12, or B.Sc. 1st year, respectively. Since you have dropped a year, which means you are currently not enrolled in a B.Sc course, you are not eligible to appear.

As per KVPY eligibility criteria, candidates studying in class 11, 12 and UG first year are eligible to apply for SA, SX and SB streams, respectively. You can check KVPY all the stream eligibility with the given below link.

You aren't eligible to appear for KVPY since for SX stream, you should have enrolled in your 10+2 in 2018-19 and you have already passed it.
