sir if i don't have ews certificate now due to covid situation and i will have it next year can i apply for ews category in gate

You can apply for the EWS reservation only when you are sure they you will be able to produce the certificate during counseling and admissions. In case if you are not able to produce the certificate, you will be considered as a general category candidate with no reservations. So, this is the basic logic. Now, you can decide accordingly and apply for the exam.
