Definitely yes in special round counselling conducted at the end by csab will have same registration fees as well seat acceptance fee and in case you are not allotted a college your entire fee by deduction of certain amount will be refunded back to you. So you don't have to worry about these things.

Both the fees are completely different as you option for applying in csab round you have to pay additional money to be eligible for applying in spot round in josaa choice filling. After that when you get alloted with any Institute with this then you can pay the seat acceptance fee.
