Hello aspirant!
JOSAA doesn't require any fees for counselling after JEE Mains or Advance. It's free of cost. You can just place your desired colleges as per yoir preference when asked during registration. Therefore your other qiesques has been automatically answer. It doesn't refund fees after any round because no fees is needed for JOSAA counselling. All the best!
