Yes sir, i understand ypur query as i would like to give you information about it as follows :

The government engineering colleges has the entrance exams some has high criteria and high merit for it or some has separate counselling for it.

But i will yell you that if your merit is high and yourvscore is good. You will definitely get admission in government engineering college.
