You have good chances of getting civil at RTU, kota. But for civil at MBM, Jodhpur it would be very tough to get a seat.
Because in upward movement round you will only get a seat if someone who is previously alloted for the seat has left the seat. And this is very rare in MBM.
But surely apply for upward movement.
