Hello,
According to your SC rank i.e 43k i think that it will be difficult for you to get good colleges through the CSAB special round 2019,because at this much rank lower NIT's or GFTI's will be offered to you.
Because at the special round mostly north east NIT's are left or some of the GFTI's are left with some of the lower branches or sometimes good branches.
So i don't want to give you the wrong advise and if you think you can get a seat in any good NIT,IIIT or GFTI then you can apply for this CSAB round.
Otherwise my suggestion would be to take a drop or you can go for any good private institution.

With this huge rank in JEE main paper 2, you have definitely no chances of getting a seat in any government colleges for engineering like NITs IIITs and GFTIs. Even though CSAB spot round,you have zero chances. So please go for some other good private engineering colleges like Sharda, Amity, SRM, etc. Here's a list of some of the best private engineering colleges in India
