Your brother will turn 16 years and 4 months by Decenber 31st, 2020. For appearing in NEET, he should complete 17 years by December 31st. So he cannot appear for NEET. And there is no provision of appearing for NEET though not qualified and not appearing for counselling. He will not be even issued an admit card if he doesn't meet the eligibility criteria. He will have to wait until 2021 to appear for NEET.
