As per the UPSC age limit criteria, an aspirant is eligible for the examination if he/she is at least 21 years of age on or before on August 1 of the appearing year. SO as you are 21 years of age before 1st August, 2023 then you are obviously eligible for the UPSC CSE 2023 examination.

UPSC Civil Services Exam Age Limit is: Candidate must be a minimum of 21 years of age and must not be more than 32 years of age. General Category & EWS: 32 years; 6 attempts. OBC (with certificate): 32 years + 3 years; 9 attempts. SC/ST: 32 years + 5 years
as you don't mention your category so it's little bit difficult for me to say exactly how much time you can appear in UPSC exam. i am assuming you belong from general category and according to your birth year you have some 10 years yet that you can appear in UPSC.
