Sir my friend fees receipt challen was lost but he have an photo of which the bank hasn't seal or sign that will approve

What I would recommend is that you should contact the branch from which the chalan was paid and talk with the branch manager regarding the problem and show them all the docs , which can prove you aren't lying and also the photograph.
They will definitely let you a path out. Don't worry just contact the bank as soon as possible.
