There is nothing you can do to get back the marks card but you can tell this to the respective authority because they can only guide you on how you can apply for it.

its really sad to hear about your documents. but it is necessary to take admission in any courses after 10+2. I would suggest you to directly contact with the board of education from which you have passed 10th and 10+2 course. jee main conducts 2 times a year, if you can not apply in january section you may apply for april session.  you need to submit the scaned document of 10th and 12th (if you passed 12th) . jee main april session registration will started in first week of february.  if you can retrieve the duplicate document with in the stipulated time you can apply for jee main exam.

during counselling it is necessary to show the original   documents for verification.
