No, you cannot get an admission in any college thorugh UPSEE because in order to be eligible for the same, you should have secured atleast 50% aggregate marks in PCM. Then only you will be alloted a college in any round. which clearly is not in your case.

Educational Qualifications for barch UPSEE is below
Candidates seeking admission under UPSEE B.Arch 2019 must pass the 12th level examination as per their respective board. For admission in B.Arch courses, the applicants need minimum 50% aggregate score along with a 50% average score in Physics, Mathematics and Chemistry.
As your aggregate score in PCM is less than 50%, so you might not be eligible for admission into UPSEE b.arch courses.
