No there will not be any problem for UPSC examinations even if you had passed class 12th from NIOS because as per the eligibility criteria of UPSC the candidate should have passed 10+2 from central or state recognized board and NIOS is central board for open schooling so it is completely valid.
For your reference the eligibility criteria is mentioned below :-
>>>> The candidate should have Bachelor's degree (BA, B.Com, B.Sc, BBA, BCA, B.Tech etc.) with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering from recognized university.
>>>> No minimum qualification percentage is required to appear for UPSC IAS examination.
>>>> So as per the age criteria for UPSC IAS exam the candidate should have crossed age of minimum 21 years but not exceeded the age of 32 years on the August 1st of examination year.
>>>> For general category maximum number of allowed attempts for UPSC IAS examination is 6 and it varies as per the category of candidate.

No there will be no problem even if you have pursued your 10 + 2 from NIOS
This is because,
Though NIOS is an open board , it is a recognised board and thus a valid board , so there will be no problem due to this. After your graduation from any recognised University you will become eligible for UPSC civil services examination

UPSC eligibility criteria is provided below:-
------------------------) You must have a bachelor's degree in any discipline from a recognised university . Those in final year of bachelor's degree are also provisionally eligible.
------------------------) Minimum age limit :- you need to be at least 21 years old to be eligible as on 1st of August of the year of filling the form
------------------------) Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category as on 1st August of the year of examination
