sir, when a student need to transfer to another collage. with out continuing there wether he need to pay fee for whole semester or till up to which semester he need to transfer Or not.

You need the college or university you're studying in order to provide you best information regarding the sem fees rules and regulations. Because it differes from college to college as every college has it's own way. So fees submission due to transfer may differ accordingly.
