Cut off is not released before counselling or even before a merit list is prepared because even the medical colleges can not predict the cut off marks of various categories.
Once every candidate registers, the state/ university will release a merit list with the names (alongside marks) of the candidates who have applied strictly based on their merit. Even then, only a probable cut off can be predicted. You will come to know about the final closing rank only after counselling is over.
