    Hi Shaik,

    The disability certificate or the PWD certificate for the intellectual disability or for that matter any disability is to be issued by a Medical Board of at least three doctors who are duly constituted by the State or the Central Government under the PWD Act and one of the members of the Board should be a specialist in the particular field or domain for assessing the disability like intellectual or visual or hearing and speech disability.
