According to latest rules of MCI , The state Where you have given your 10-12th , especially 12th is your state of domicile.
So it does not matter,how many times you have moved to other states for lower classes academics

I'll first tell you the Eligibility for SVU region:
- Candidate must have done 2 intermediate course (Classes IX and X) or (Classes IX, X, XI and XII) in any of the districts of Rayalaseema Region.
OR
- If above is not applicable, then the candidate must have studied in different local areas (AU/OU/SVU) with a maximum period of 7 years, then they are eligible.
Since, you are a resident of Tirupati and if you have studied 7 years in any places of Andhra Pradesh State or Telangana State, then you are considered as "SVU candidate".
