Sir/Mam, Suppose I did not get a good score in CUET 2022, and I joined another College, can I give CUET 2023, while I am a first-year student at that other college?

As you have appeared and become not successful then there is atleast 2times of chances for appearing in the CUET exam in the year of 2023&2024 consecutively.Even you have joined in an another college still there is no problem of appearing in the next CUET exam for taking admission in any Central University for future course of study in any subject in any Central University.
