Hi Paras Nath,
Yes. An Ex-serviceman JCO (retired at 51 years) can apply, but eligibility depends mainly on the age relaxation rules of the Delhi Subordinate Services Selection Board (DSSSB).

For UDC / Patwari Posts:

Normal age limit is 18–27 years (UDC) and 21–27 years (Patwari).
Ex-servicemen get relaxation = Military service period + 3 years.

But, Final eligibility is decided strictly as per the advertisement rules + ESM certificate at application time.
