Hello,
Yes you can get an government college for sure. You can go for Institute of Engineering and technology at lucknow. It is the best college and you can take an admission in any branch you like. IF you want to take CSE then you can do it too.
With your BC rank you can take an admission in any college you like. it can be a government or private.

Any way it is applied to BHMCT also.
