Hello Devayush,

Sliding round is conducted for the candidates whosoever wanted to change their seats to their most preferred streams. Yeah, if the seats are available. And one more condition is that, you must not have frozen your seat yet. IPU utseld will not replace you from your alloted seat, its your choice. Whether you want to slide your seat or not.
