Yes, you need to register separately for AIQ and state counselling. For AIQ counselling visit https://mcc.nic.in/ click on UG Medical Counseling. Link to register and instructions are given there.
For state counselling, visit http://www.dmer.org/new/ The link to register is given there. If you scroll a little, you'll see a notice about the admission process and an information brochure too.
