Dear Charan ,
As per your query It is totally based on college Management .Across India there lots of College and they offering Intermediate Courses ,Graduate Course ,Post Graduate Course ,Engineering course,Medical courses .Some of College offering Cell phones at Campus and Hostel but some of College not.But basically intermediate and Junior colleges are not allowed cell phones.It is totally depends upon College or universities .
As per query not mention particular College so it will difficulty answer for the same .
