Yes, if they have any vacancies left in a particular branch then you may change your branch.But you have to do it right after second semester exams if you don't change it then you may have to continue in the same branch.If there are no vacancies available then you may not Change your branch.It is good if you once approach your management and enquire regarding this they may provide you details of it.

Yes you can change your branch after first year provided you should have nice pointer in your 1st year as their will be a cut off provided by the college, if you will be below that cut off then you won't be able to change the branch.
