Total population of all the three cities taken together = 3,00,000
Number of male population of city R that is below 60 years = $\frac{12}{12+13}$ × 60% of 25% of 300000
= $\frac{12}{25} × \frac{60}{100} × \frac{25}{100} × 300000$
= 72 × 300
= 21,600
Hence, the correct answer is 21,600.
