As per the eligibility criteria of UPSC, you need to pass graduation in any discipline from a recognized university, hence if at all any backlogs you have as long as you have cleared it there is absolutely no problem, now about the impact of backlog, if you qualify prelims, mains and reach to the final stage that is interview, the board members may ask you regarding this, you have to be honest regarding this, but also make them realize that a backlog cannot define your life or for that matter success in your professional life, for example you have other areas of interest or skills sets or you have contributed to any domain whatever it is, you can explain them about these unexplored aspect of your life, see you have to understand that if you qualify prelims, mains then it's on your sheer capability, and you have to be confident of yourself regarding this, and you have to prove the same thing to the board members as well, as I said as long as your backlogs are cleared, there is nothing to be worried about, you just have to manage it effectively during interview round, that's it.
