Hi,
the seat categories are divided into eight categories - GEN, OBC-NCL, SC, ST, GEN-PwD,OBC-NCL-PwD, SC-PwD, ST-PwD. The CRL which is the common rank list contains all of these and hence it is the All India rank. Each reserved category will have its own rank list inclusive of its PwD candidates. So the category lists rank the candidates in the order of their merit and this will be the All Inda OBC rank. Seat allotment is based on the CRL and not category lists.
