The 1st round counselling cutoff is 99.31 but the qualifying percentile for UR is 98.12 what does that mean?

The qualifying percentile means that the candidates securing equal or more marks than qualifying cutoff are eligible for next round (jee advance) and are also eligible for counselling.
The first round cutoff means that the particular college has reserved a certain no. of seats for different rounds of counselling and now for that particular round they'l start the admissions from the fixed particular cutoff i. e., the cutoff percentile for that round

The cutoff percentile for counselling is 99.31 which means that students having more percentile than 99.31 will only be able to attend the first round of counselling. On the other side the qualifying percentile is that which is required to clear the exam. If you have a percentile more han 98.12 but less than 99.31 then you cannot attend the first round but you can attend the other rounds. Qualifying percentile basically means the cutoff percentile for the respective exam.
