Hi Aspirant
In most of the colleges that have a provision of quota for certain Categories of students this what is done:
A certain percentage of seats is reserved for a particular Category. And students who have applied under the respective Category are the only ones eligible to fill the seats of that particular Category.
So the Category ranks are used to fill up the seats of that particular category in all the colleges across the Nation.
