The counselling in NIT for b.arch/b.planning depends on which rank, CRL(common rank list) or category wise rank for general candidate ?

Both. After application, your category rank will be looked at first, and then your common merit rank. If your CMR is not too high, it may be difficult to get admitted, where as you category rank will help you.
