The elegibility criteria states that practical tests are compulsory but we have Internal Assessment (IA) instead.

Well if the eligibility criteria states that the practical tests are required then they are required.
Eligibility criteria means the minimum requirements required from any candidate. Maybe your internal assessment is like pratical tests and if yes then you can show that.
