No, it is not compulsory that all the students will get admission in IITs.
In order to take admission in IITs you have to clear the cut off

Read the question careful if a guy got rank he must have qualified from cutoff so this proves u r a bad reader

For a good branch and a good iit your rank must be under 4500 otherwise you will get a seat in some new IITs .Prefer going to some good nits than new IITs
