There are 2students A&B . A student got 200 AIR in advance & got 62% in his board & student B got 20,000 AIR in advanced & got 80% in board.

The two cases which you have provided, non of them will be able to get admission in IITs. Let me explain you about both case
1- eligibility needs 75+% in boards and A has only 62%. So his admission will be denied.
2- There are around 12000 seats in IITs. B is eligible for getting IITs, but due to his low rank he may not be able to get a colleges.

If he is getting 62% in board..he can't give JEE ADVANCED. If he has qualified jee mains ...but he has to score more than 75% in boards. Then he will give JEE ADVANCED. 75% is necessary for jee advanced
