this year the exam is for 200 and i scored 140 in tn do i have a chance because until last yr the total was for 150...
As per 2019 qualifying cutoff General category, you should have 40% of 200 marks. You will have to score 40 marks in each- MAT and SAT and overall 80 to qualify. Your score is good enough to qualify, But the selection for the second round depends on Tamilnadu cutoff.

If I'm not mistaken yiu are asking cutoff trends for NTSE Stage1 Tamil nadu.
Last 2 yearcutoff was 120 and 127 in General category and hence you can expect good chances in NTSE stage2 conversion.
