It is true that a lot of boards did not do that well as was expected.

As you might have noticed that the cut-off ranks are never the same for two years. As we go down the ladder, the difference increases. For eg :

If the cutoff for IIT Mumbai,CSE in 2017 was 100 and that of NIT,Durgapur was 21300 than it means that for 2018 the cutoff for IIT Mumbai is expected to be from 85-115 and that if NIT durgapur is expected to be from 20000-240000.

Thus, according to me, YES the cut-off is likely to go down, but the exact value by which it will vary can't be determined.
