Hello Aspirant,
It depends on paper as in the level of difficulty in an exam as well as the section in exam.
Suppose let us consider the example of CAT,it has three section verbal, quants, and reasoning. If level of difficulty is high in quants section so it means if you have done only 8 question correct you will be getting 99 percentile for the quants section as its difficulty level is high. If verbal section is easy cutoff generally goes high with the number of questions. And so for the other exams too.
